Response to Productivity Commission’s Draft Indigenous Evaluation Strategy

This submission is made in response to the Productivity Commission’s Draft Indigenous Evaluation Strategy.

Vision 2020 Australia’s submission recommends amendments to the Draft Strategy to include references to self-determination and Indigenous Data Sovereignty to focus on the centrality of the perspectives, priorities and knowledges of Aboriginal and Torres Strait Islander peoples in the shaping of engagement, design, data collection, evaluation and monitoring frameworks for policies and programs.

Our submission also highlights opportunities the Draft Strategy presents to drive a more systemic, integrated approach to leverage the expertise, resources and interest of organisations beyond government to support consistency in evaluation to increase the comparability of results.

Vision 2020 Australia proposes that the final Strategy should prioritise local Aboriginal and Torres Strait Islander persons for delivery of key elements of the evaluation wherever possible. This will directly benefit the conduct of policy and program evaluations, as well as build local knowledge, skills and understanding of these processes.
